Incorrect. Throughout the history of Tarot, many methods of numbering the Trumps have been used. In fact, some early decks did not number them at all.
Today at least two popular methods persist: the centuries-old system used by the Tarot de Marseille, and the relatively new system first used by the Golden Dawn (an influential group of occultists active in the late 19th and early 20th centuries). For example, the Tarot de Marseille assigns eight to Justice (below, left); however, The Golden Dawn Tarot assigns this Trump (below, right) to eleven.
