Answer: The Golden Dawn Tarot Deck, by Robert Wang, first published 1978.

This is the first published deck to conform generally to Golden Dawn guidelines.  Such guidelines suggest, among other things, that the Lovers depict the Greek mythological hero, Perseus, freeing Andromeda (below, left), and the replacement of Pages or Jacks by Princesses (e.g., below, right).  The Golden Dawn was an organization of influential occultists active in the late 19th and early 20th centuries.
